The RNHA grew out of the Hispanic Finance Committee. The Finance Committee raised over a quarter of a million dollars in nine states. Its goal was to build an organization to foster the principles of the Republican Party in the Hispanic Community, to provide Hispanic Americans with a forum to play an influential role in local, state and national party activities, and to increase the number of Republican Hispanic elected officials. The fall campaign of 1972 saw the first group of RNHA members and officials in action. They were discussing issues, and helping to get out the Hispanic vote. In 1974 the RNHA was officially organized by a group of Hispanic Republicans under the leadership of then-incumbent RNC Chairman George Bush. Since that time, RNHA has been the only Hispanic Republican organization recognized as allied with the Republican National Committee (RNC).
